How to eliminate long term dermal bumps on face?

For the past year almost year and half now, I have developed a rather large group of small bumps all over my right cheek and chin as well as over my forehead and some on my left cheek (but not as much). I will confess to pinching some of them only to have a white solid secretion, doing this eventually makes that one fade I think. I normally use a mild papaya soap cleanser and a natural apricot scrub. On occasion I use either a neem or argan oil mud mask. The masks seem to help for about an hour before the bumps make a reappearance. I also use Olay Regernist serum everyday and apple cider vinegar as needed for the acne bumps. I don't wear makeup every day or anything.  I do get mild breakouts of acne ( 1-2 bumps a month).

I had to take an anti-histamine once for an unrelated condition and that seemed to help for a little but I can't keep taking anti-histamines. Do not have any known allergens either.
