Can anyone tell me what this is?

I have a small white single bump on the very underside of my penis head, the skin around it is harder than the rest of the head, almost callous like, and it is slightly painful whenever I touch it. It doesn't have a head so I don't think it could be a pimple but that's for you to say.

I have not yet gone to the doctor yet because I don't have a doctor for me, I really only go to the hospital and sit in the waiting room if I feel like something is wrong with me.

Sometimes it goes away a few days later but the tough skin still remains, it comes and goes. It's not painful unless I touch it but definitely noticeable when looking at it.

Should I go to the hospital? Is it a normal thing? Is it dangerous? I'd like to know specifics if you can provide and also solutions to get rid of it if possible. Thank you.
