Is it a Heat Rash?

A year ago an area around my neck began itching me. It would flake, turn a darker shade than the rest of my skin. The itching didn't bother me everyday, but this past March the rash swelled, turned red, and began to spread further around my neck. I used ProActive facial wash, sanitizer and lotion daily on my face and neck. I stopped putting ProActive on the red area. I used Hydrocortisone cream and Antibiotic Ointment containing Polymyxin B Sulfate, Bacitracin Zinc, and Neomycin Sulfate about 4 times a day. It disappeared and hasn't bothered me since.

In may I started getting tiny bumps on my forearm. I believed my robe after a shower would irriatate my skin. I did the same thing combining the two ointments. It went away. I've recently gotten an irritation on both my breasts. (The inner part where they may rub if i'm wearing a push-up bra. An irritation near my collar bone and also irritation on my eyelid. I'm skeptical about applyin the ointments to my eye-lid 4 times a days. But the other areas have cleared mostly. Is it a heat rash??
