Fleshy raised bump at base of penis, sometimes dry/flaky... help?

First off, I'm a 25 year old male. About a month ago after shaving my pubic region, I noticed a discolored area of skin at the base of my penis (right in the "crease" between base of penis and pubic area). It was slightly darker than the surrounding skin and asymptomatic at that time, so I thought it could've been irritation either from shaving or masturbating. Since then, I occasionally have some itching in my pubic region which usually resolves after I take a shower or clean the area (seems to be worse when I sweat). Sometimes, it is dry, flaky, and itchy. I'm very confused on what it could be, and my biggest fear right now is genital warts. I am sexually active but have been with only one partner for the last 3 years. Any advice would really be appreciated. Thank you!
