Itchy rach on lower abs area

Ok basically about this time last year i noticed a few little itchy bumps right by the hip on my right side. It was very itchy and when i itched it,it looked like mosquito bite welts. It then appeared in the lower ab area in the center. It went away for a few months and then recently came back. It is extremely itchy.

I also have the same itching to a lesser extent on the crease under both my knees joints(yes very random i know)

Please check out these pictures and tell me what you think it might be, It does not always look this bad but i have been scratching it. I have not felt sick or anything else during any of this time or been eating/wearing anything different. I dont wear belts.

Hard to tell from the pictures, but possibly hives.  Hives produce welts that come and go randomly, as you say your bumps do.  Most of the time, they are not caused by anything specific.  Treatment consists of antihistamines (OTC ones include Benadryl, Claritin, Zyrtec, or their generics) and topical anti-itch creams (Caladryl, Sarna.)  For definitive diagnosis, though, you'll need to see a doctor in person.

also the only thing i have tried for it so far is

1% hydeocortisone, didnt help obviously
