Itcy Rash after I bruised my leg.

I banged the side of my lower leg against a fence and it hurt really bad.  I hit it hard enough where I thought I broke my leg.  Over time I had some bruising that developed where I hit it and all the way down to my ankle.  So now fast forward 3 months.  The bruising is gone and the area where I hit my leg started to form a bumpy rash.  It itches worse than Poison Ivy.  The skin has become dry where I hit my leg and the rash is now spreading all over my lower leg.  If I itch it, my skin tears and it starts bleeding because it is so dry.

I'd get it looked at- it could be a coincidence that the rash occurred in the same location of the bruise- especially after three months.  Bruises can itch while healing, that's pretty normal- and if you were scratching it while it was healing, it is possible that is where the rash came from.
However, given the fact that it was three months- that's a long time after the fact to have a rash appear.
