Jock itch? Eczema?

3 weeks ago I woke up from sleeping in a youth hostel bed with red patches on my penis just below my penis head and on the head. Sometimes while cold in bed I put my hands in my boxer shorts while trying to sleep and I distinctly remember doing so that night. I washed and they went away within a few hours.  In the weeks that have followed they've only ever came back after sexual contact, masturbation and worst immediately after sex.
A week after waking up in the hostel I started feeling slight itches in my pubic hair on my groin and on my scrotum. I've been using a shower emollient on these areas and after few days the itchiness has pretty much subsided. I've seen some dry skin on the sides of my scrotum and also on my foreskin after masturbation.  
This morning I had sex with my partner, without a condom and the red patches has appeared again. They don't hurt or itch, perhaps just a slight burning.

Hello,
It can be due to dermatitis skin. You need to get it examined from a dermatologist to confirm the diagnosis. Treatment is diagnosis specific. What you need to do is consult a dermatologist and get a KOH examination of the skin scrapings of the penis and a biopsy of small skin sample done if the symptoms persist. KOH examination of the area will clarify whether it is due to fungal infection or not.

You should also maintain hygiene and try to keep the area clean and dry, wear loose-fitting cotton clothing. Also use an antibacterial soap or mild soap like dove. Avoid deodorant / cosmetics. You can also use calamine lotion or cream with zinc oxide paste applied directly to wet skin after bathing.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. From internet searching and looking at images I've gathered it looks a lot like balanitis. Does that sound right? What should I do?
