Lips are terrible!

I have no idea what is going on with my lips. ever since I was about 10, they got chapped really bad, chap stick took care of it then. 17 now, and the same problem, only 10x worse. They chap, dry out, crack, when chapstick is applied, and even when it's not applied. If i apply a regular chapstick such as this "Chap ice" from orolabs i have here, my lips look like a clowns lips, the sides and the surrounding areas get really red. The same happens with every single chapstick product i've tried so far. Last year around this same time, I went to my family doctor and he said I had Emphitigo (i dont think i spelled it right) and at that time, my lips werent red on the surrounding areas, they were cracked and turning orange, along with a dark brown crust forming on the right side. He prescribe amoxicillian and some ointment, after about 2 weeks my lips looked completely normal, I didnt use any chapstick at this time. After I went through the cycle he said I would no longer need it. He was wrong. about another 2 weeks later it came back. He prescribed yet a different ointment, but no pills or antibiotics, it worked for a little while, then got worse yet again. I visited a dermatologist,  and was given doxycycline hyclate, all that do was make me sick. I went to another dermatologist, she gave me multiple creams and things to apply, NOTHING WORKED, it made everything worse.

another thing though, say I get done eating, If i take a napkin or anything to wipe my face, even extremely gently, the sides of my lips get red, and stay like that the whole day.
I know it's not dehydration, I ONLY drink water, and I drink alot, it's not a vitamin deficiency I take my multi vitamins

What's going on with my lips, it's terrible, I don't want to leave my house looking like a clown each day.

MEDICAL PROFESSIONAL
Hello,
From the symptoms it can be cheilitis lips and the symptoms on the sides of lips can be due to angular cheilitis which is caused by infection. Dry out the lesions completely by patting and air drying after washing with a mild soap and use petroleum jelly to lock out moisture. It is vital that the affected areas be clean and completely dry before application of the jelly.

You can also apply small amounts of athlete’s foot cream which is available over the counter. If the symptoms persist then please consult a dermatologist as oral antimicrobials may be needed.
It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. For exact diagnosis, you are requested to consult your doctor. I sincerely hope that helps. Take care and please do keep me posted on how you are doing.

chap ice has a menthol in it that is probably irritating your lips! try cold compresses and vaseline or even neosporin but dont use the neosporin unless you okay it with your doctor... but the vaseline helps with me i get like how you do but only in the winter and it helps me alot! i hope this works for you aswell! good luck!
