May I please have your thoughts on what this skin issue is

I thought it was ring worm but I've tried many antifungals and the skin hasn't changed. Econazole and terbinafine and clotrimazole seem to not change anything?  It's not really itchy, skin is lighter  and slightly pink on arms and darker on neck and behind shoulders.
