penile rash..... please help

red rash on my penis head and shaft. stops at my circumsision scar line. been to 4 doctors, tested twice. had chlymidia once. std free now. rash does not respond to anti-fungals but at one time responded well to 1% hydrocortisone. was with my ex 6 years, had a healthy sex life for 3 then her vagina started to smell, taste bitter, cottage cheese discharge, sex became uncomfortable at times and her "vagina lips" would swell. i started to get a red rash. would be circles or blotchy, friction would encourage them to spread. never any smell, pain, pus or blood, never painful urination. they do form a small white flake scab that peels off easily. her vaginal fluids also leaked onto my scrotum and anal cavity now i have an itchy red bum crack and red spots on my scrotum. i kept using hyrdocortisone to take it away and it would always work. now she is my ex i havent had sex in 8 months and the rash wont go away. i have tried countless creams and pills. spent around 1000$ on prescrptions:( hydrocortisone doesnt work anymore, any friction makes the rash worse. i wear loose boxers and sweatpants daily now,

also my tounge is coated white, very heavy coating at the back.

in the past 8 months the rash has not subsided completley. there have been a few times in the past where it had, masturbation and friction was not a problem. then i would have sex with my ex, if she bathed before hand it wouldnt effect my penis but the one time she was a tiny bit foul it would irritate it and then the nightmare would begin.

i try not to masturbate i keep it down to about once a week, its very hard not to though...especially since im seeing a new girl . i usually use creams when i masturbate...the last few times i have used neem cream for masturbating. KY jelly agrivates it...almost anything agrivates the rash. i have used an antiseptic soap and it has not helped

here is my list of medications ive tried that have done nothing:

Hyderm 1% cream- worked at first
Lamisil 1% cream
Clotrimazole 1% cream
I tried a natural dermamed alternative cortisone
60 Metronidazole 250mg pills
Antibiotics
Neem cream
tea tree oil - just dries it out
pure organic cocnut oil
vinegar
bleach baths
salt baths

the only thing that subsides it is hydrocortisone and or swimming in salt / chlorinated water and if i stroke it 20 times it seems like the rash spreads

This doesn’t seem to be a sexually transmitted disease..

The possibilities that I have in mind are- Non-specific balanoposthitis, Zoon’s balanitis and Lichen simplex chronicus. All of them are chronic skin problems.

I would be able to help you better if you could answer the following questions:
a.     In the past 8 months has there been a time when the rash has subsided completely?
b.    Do you use lubricants or antiseptic over the area?

It will also be of great help if you are able to share a picture with me
