Need thoughts on rash on hips

I am female. For approx 7 months now I have had this rash. It is only on my hips at about panty line (same on each side). It does not look dry like eczema. It can be terribly itchy (similar to bad poison ivy level) but not all the time. If I scratch it the welts double in size and itch 3 times more. It has almost cleared up from time to time on one hip or another but never for more then a week. Cortizone cream helps with the itch and reduces the welts a wee bit but only temporarily. I have run out of ideas.

Thoughts are appreciated.

funny i just posted a question with similar problems. I hope someone will answer your question and can probably help me out as well..

wish someone responded ive had the same thing for two years now, dermatologist says wear loose clothing and give it 15 minutes of sun exposure each day. I now dont wear tight cloths (or underwear) and it has helped but its not gone completely
