Sounds like you have a condition called "contact dermatitis" on your hands.

The rash could be a type of eczema or an allergy to something that you have come into contact with.  Sometimes rashes can be due to an autoimmune disorder.

Your doctor would be able to give you a diagnose with regard to the rash that you have, but sometimes it is difficulty to know what is causing the rash.

Keep a written record when you get these body rashes to see if you can find the cause that will help you to avoid flare ups.
Things to bear in mind are detergents, soaps, shower gels and some foods.

For your hand skin cracking, avoid wearing latex rubber gloves, and have little contact with water as possible.  Make sure that you moisturise your hands frequently and wear gloves to protect the skin for the harsh weather.

If that does not help, see your doctor again for an ointment.  My doctor prescribed Diprosalic which I find helps my cracking skin on my hands.  Your doctor may prescribe a different type of cream or ointment for you depending on what he suspects the condition is that you have.

Could be dry skin, or even a hormonal imbalance, I suggest you visit your dermatologist.
