On-and-off skin condition since December '16

Hello,

I peeled my thumb's skin back in December (bad habit) and it ended up bleeding and getting infected. Went through a few doctors and rounds of antibiotics and steroid (both orally and ointments) and thought I had it under control. The wound healed but for some reason the red dots have not really healed and sometimes they feel aggravated (itchy/painful) and recently I noticed they had spread to the side of my thumb.

Any ideas what condition this is please? And I am trying to apply my previous steroid ointment but not sure it is helping... Thanks so much.
