Penis Swelling?

Hi, I'm (please don't laugh at me) a 14 year old boy.
My penis has been red or kind of more light coloured compared to the other skin.
It barely itches occasionally, and it doesn't hurt. Sometimes, when I move a lot (like when I have PE), it stings a bit. But before I went to the doctor, it itched, and dry skin that looked like flakes came off.
When I went to the doctor, he said that it was just skin allergy, and he gave me a cream - Prednicarbate Emollient Cream...that took away the itching.
The second time I went, he said it was dry skin, and told me to put on Vaseline or moisturizers.
I don't masturbate...the last time I did was in Jan, and the last time before that was in around September. And of course, I never had any sexual activities.
ALso, when I finish taking a shower, it seems to be a little bit more red. i don't know if this affects anything or not, but I've had pimples (i think it's pimples) on the lower body part. The skin also seems to be shiny.
I am umcircumcised too. Can you tell me what it is, and how to treat it?

I've been stressed over it for a long time..

Yeah, it just came to me that I swam almost everyday in an outdoor pool during the summer.

It's been getting a lot better now :)

Hi, I'm not a doctor but I think it would be normal for it to be red after a shower, hot water and all.  Do you swim in a pool?  Maybe the chlorine is bothering the skin, or like you said, maybe it is rubbing against your clothes during PE.

I also think it is normal for skin on the penis to be a different color than the rest of your skin.  It's not exposed to any sun or anything.  But if you are worried, go back to the doctor and discuss it.

oh, sorry, I forgot to mention that the skin that is red is at the bottom of the penis.
