Penis feels moist like a sticky note

I have been in a relationship for 14 years and no one else. about 12 years ago I had a prostate infection which I was on medication for.
Since then I have had a uti a few times and I believe I had cipro for that.

Now I have a issue with my penis where on the right and left side a small patch just under the head down to where the circumcision ring is (I am circumcised) where it always feels moist but not wet kind of like a sticky note. Also in the crotch on my balls and thighs it is similar.
I have tried cortaid, jock itch cream, powder etc. cornstarch takes the itch away for a while.
It also sometimes feel like a hair or something is poking me in the end of my penis. I went to a dr a few years ago and they said it was all in my head.
On the part under the head, the skin looks like it is getting wrinkly.
There is not rash and if I stand in front of a fan it will dry out. I have looked through the websites and can not find one instance or picture that resembles what I have. There is not discharge, no odor, no burning when urinating.

If this was an std, wouldn't get worse by now since its been a few years since I noticed it? I have none of the other symptoms of stds.
My thought is that this is psoriasis except for the sticky note feel.
Has anyone ever heard of that before, and if so what could it be?

Omeprazole causes this.

I have the same thing I believe and I believe I have had it before. No idea what causes it but I know it went away at least once before. Will post if I find any answers.

i wrote the above response, but i was wrong. that did not solve the problem.  still sticky this morning, and my hands never went to underarms.  SOLUTION: baby powder. i read this on another forum. my shaft is smooth and soft again.  will see how long this lasts...

not sure if this will help anyone, but i discovered that i was washing my underarms in the shower -- i do not use a washcloth, just my hands -- and the anti-perspirant in my underarms was being wiped onto my penis -- making it have the same tacky, unsmooth feeling that your underarms have if you use a solid anti-perspirant.  i washed my penis really well with soap, then put lotion on it -- but i have to remember not to wipe or massage my penis after wiping my underarms. it took me weeks to figure this out.  Kiehl's makes a better antiperspirant than those inexpensive antiperspirant sticks -- i realized i do not have the problem when i use Kiehl's.

I went to the dermatologist the other day and he looked at it for like 2 seconds and said oh thats Seborrheic dermatitis. I cant find anywhere that the symptoms include sticky patches that are itchy and tingling.
He said it wasnt contagious but i think im going to get a second opinion.

I guess my question is, if this was an std wouldnt I have some kind of symtoms years ago? Or can stds lay dormant for a long time before they appear?

Before my present girlfriend of 14 years, i hadn't had sex for 2 years prior and that was with my ex wife of 7 years, however I have recently learned that she had many, many partners before me and the last one before me was just about 6 months prior to when we started to have sex.

How long does it take for an std to show up if you do have it.
