I've read the posts here, and it it sounds like you could be experiencing dermatitis - basically an allergic reaction to something you are coming in contact with. It could be your soap, shampoo, laundry detergent - even the fabric of your clothing or condoms. It might be worthwhile to try changing your personal care products and laundry detergent. Wear all-cotton underwear, and try using non-latex condoms. Also make sure to moisturize - a barrier moisturizer like Shea butter (found in quality penis health cremes) can help heal peeling skin and prevent recurring problems.
