Pimple, Ingrown hair?

I am a male. I'm 15. I have not had sex. i've had oral sex but that's it.
around 2 years ago. i noticed a small red bump on my genital area. that bump got fairly big. i went to the doctor and he said it was a cyst. and i had scheduled to get it removed. but then it just went away. a few months back. i started noticing these kind of bumps. i only get one at a time. and its very random. iv probably only had 4-5 since iv found out about it. but these bumps resemble a pimple. im wondering if its a ingrown hair or something else? they seem to happen in an area where there are ALOT of hair follicles. (on the bottom shaft of my penis) i also notice other very small bumps there. under the skin. but i found out those are the hair follicles. but its in that area that i seem to get the bump. they are random like i said. and they don't happen too often. but usually i can squeeze them and a white-ish pus will come out. and then in a few days it will go away. they aren't THAT sensitive. but they are a bit. i dont have one right now to my knowledge. the last one i had was about 2 weeks ago.

once i "pop"them they seem to go away pretty quickly. around 2 days.

the only thing i could think this could be is a ingrown hair, a blocked pore, pimple?, or god forbid a genital herpes.
i don't think it can have anything to do with a STD since all i have had is oral sex.
i don't shave that area that often. i usually trim it. i just shaved it recently though and didn't notice any irregular bumps
if anyone could help me wiht this i would greatly appreciate it. i am very scared =[

Hello,
Since you are a teenager and never had intercourse,so these bumps sound like folliculitis or blocked hair follicles. The condition may occur anywhere on the skin.It starts when hair follicles are damaged by friction from clothing or blockage of the follicle. In most cases of folliculitis, the damaged follicles are then infected with the bacteria Staphylococcus (staph).

Pls keep the area clean and apply some topical antiseptics. Also wear loose-fitting cotton clothing and use an antibacterial soap or mild soap like dove.Avoid any kind of cosmetics. Topical antibiotics such as mupirocin or neomycin containing ointment are also useful.In case the symptoms persist then oral antibiotics may be needed.Pls consult a dermatologist in that case.
