Quarter size rash that won't heal

I have a quarter size rash on my calf that has been there for about a month now.  I put neosporine on it to help it heal but it is completely unchanged from the first time I noticed.  It doesnt itch or hurt at all.  I wouldnt even know that it is there aside from the coloring.  It is not ringworm, I know what that looks like.  The area is slightly bumpy, but only very slightly and is a splotchy red color.  Please help.  Thank you!

I actually have exactly the same problem on my calf, which each and every part you described. how did you get rid of this if you have and what is it?

I meant to mention that I am a very health and active 25 year old female.
