Rash around mouth

My 5 year old has had these rashes before, but they disappear within a day or two.  (Her older sister has had them as well, but only last a day or two). The one she has now appeared just before Easter, so we are going on well over a month.  It starts to lighten then a few hours later could be bright red.  She does lick her lips, but the rash extends well beyond where she licks.  Even on to her cheeks.  I apply vaseline, but it does not seem to be going away. I have included a picture.  It is a flat rash, no bumps, and doesn't seem to itch or bother her, but it will dry and crack and bleed if she doesn't keep the vaseline on.  Wondering if this is allergy related, since it pops up so quickly, and we have a strong family history of season/topical allergies. Thanks so much!  Jennifer
