Rash on knees and elbows on 3yo

My 3 yo daughter has a bumpy, itchy rash on her knees and elbows. She has it most of the time but only sometimes does it itch. I put hydrocortisone cream on it when it itches. Should I take her to our doctor for some other medicine?

Yes, I think so.  The most likely condition is childhood eczema, and there are safe and effective but stronger creams than hydrocortisone.  Your doctor can make a definitive diagnosis and prescribe what's needed.
