Red Inflammation around mouth, I dont know what to do!

So, I have a really bad red inflammation around my mouth. It has been here for about 4 months and it just wont seem to go away. I have tried every type of chap stick including prescription. I have tried numerous different types of cortisone cream, many different lotions, facial scrubs, Vaseline etc.. It doesn't looks like a rash. it's just completely red like a Kool-Aid Stain that's on my face 24/7. Sometimes it will go away if I put massive amounts of regular brand chap stick on it. But it ends up coming back the next day!? Its embarrassing going out in public like this. I've looked this up but I have not been able to find an answer yet! Any help would be massively appreciated!
