Red Raised Non Itchy Bumps

So I have had these red, raised non itchy bumps appearing on my arms and a few here and there on my legs over the past week, My Dr said it was known as "winter itch" and gave me a cortecosteriod which I've been using for two weeks and nothing it changing. I went to see him last week and he has now given me an antibiotic that I am take 4 times a day app-cephalohex and this also seems to be doing nothing. Could anyone enlighten me on what these are they are not bother some other than being visually unappealing. Thanks so muck.

Bio: 23 year old male healthy, slim build, Non-smoker.
