Red bumps upon waking?

I woke up yesterday with 20+ small red bumps around my wrists and both hands, mostly around and between my fingers. They're similar to mosquito bites; not itchy if you ignore them, but if you graze them they become super itchy. This morning I woke up with 10+ bumps on my neck and upper chest, though I am unsure if they were there yesterday, and no new ones on my hand. I have been suggested that it is heat rash, or bed bugs...I'd like to know what I can do to stop the itching and what it might be from?... I feel that bed bugs would not be specific to only one area and my room is not hot. and yes, I have had chicken pox before.. Thanks
