Red dots on penile head

I went swimming in the ocean the other day. I was in and out of the water for several hours. I also walked home in wet (drying) shorts.

When I got home, I saw 3-4 tiny red dots/spots on my penile head along the ridge. The head of my penis is usual exposed. I assumed this would be down to rubbing on the liner of the shorts, however its been 4 days now and the red dots haven't cleared up much. They're not as bright red, but are still visible. They don't hurt, don't have any fluid and are very small.

Would this still be down to friction irritation, even though it's been 4 days since?
