Red penile rash, dozens of tiny white dots

Hi. I am hoping this is the right place. Firstly some background:

I have been in a monogamous relationship with a female partner for the previous three years, she has had no other sexual partners. I have never exhibited any STD symptoms during or before this relationship. In late December 2012 I had unprotected intercourse with another female, which my partner and I have been able to move on from.

That was four months ago. In the last month I've had a chest infection for which I've been mostly confined to bed, and have been on two courses of antibiotics (amoxicillin and doxycycline) to treat the symptoms. I've been back at work for over a week now and have since caught the same cold everyone else in the office has (except having just had a chest infection it's hit me quite hard).

Basically it's fair to say my immune system is not too hot right now.

Anyway the dermatological symptoms are:

Friday I noticed a couple of red dots beneath on the glans of my penis beneath my foreskin. I attributed this at the time to it needing a wash. I went home and had a shower using the same shower gel I normally do (no known allergic reaction to it or any other products).

Friday night I noticed the red dots had turned into a large painless red rash covering most of the top of the glans, and on Saturday morning I noticed that when the foreskin was fully retracted this rash also existed down either side of the exposed skin.

Today (Sunday) I noticed tiny (smaller than a pin prick) white dots on the areas with the rash. They are very difficult to see, one has to stretch the skin until it is tight to see them (due to them being so small and pale). They are present in some numbers on the glans but much larger groupings (dozens of them) of further under the foreskin.

I have no discharge, no unusual smell, no pain ejaculating or urinating and there is no discernible sensation such as burning or tingling.

Any thoughts would be greatly received.

I'm not sure where I'd get neem soap, but I'll take a look.

I've noticed in the last week the redness has subsided, but I'm getting an infrequent dull pain within the end of my penis. It's more of an annoying ache than actual pain but it's definitely there.

I've also noticed more smegma than usual, not loads but it's noticeable since I don't normally get it.

I'm suspecting balanitis or some sort of yeast? Could this have been triggered by my month of being ill?

Try neem soap to clear this up.

I should add (couldn't find an edit feature) that the white dots are slightly raised, though I can't actually find them 100% of the time, they're that hard to notice.

The red areas have faded slightly since my first post, as they have done overnight each time. There's no progression in that the rash doesn't get worse, it just seems to persist through activity involving my penis.I suspect if I were to leave it, it'd clear up over a few days.

There is also a slight sensation, not pain, but more of a warm feeling - but only when I'm worried about the problem (psychological?).
