Red scaly lesions below my knees

I've been suffering from this for the past 10 years. The red scaly lesions are mostly on my shins. I've gone to probably 10 different dermatologists and and had one biopsy done. It mimics psoriasis but the biopsy result came back as some sort of dermatitis. I've tried all sorts of steroid creams. Clobex seemed to make it better, but made my pigmentation white and long uses of it causes thinning of your skin so i stopped. They also put me on prednisone, which helped a lot, however i eventually stopped taking that as well due to the side effects. I've tried a gluten free diet, non dairy diet, vegan diet thinking it may be diet related but did not notice any difference. I'm going to go get a patch test next week and see if they can figure it out. They lesions start of with a flat red spot, with no scales. A few days later they are less bright and scaly. If I i scratch then they start bleeding. I've tried acupuncture as well but that didn't do anything. Has anyone else experienced anything like this?
