Red spots on hands and legs and small circle rings on my testicles

There are small circular rings on my testicles and 2-3 on my penis upper skin. Also, there is a little red bump on penis head and small red spots on my hands and legs.
Could this be an infection or signs of STDs  or STIs ?
Kindly help me

Dude, the "small circle rings"  are classic signs of a ringworm infection - they can appear anywhere on your body. But the fact that you have the rings as well as the red bumps all appearing in the genital area, it sounds to me that you clearly have some sort of sexually transmitted disease.  You are the best person to evaluate that because only you know if you exposed yourself to that possibility by failing to protect yourself during sex.  If you regularly have unprotected sex, there is a high likelihood it's an STD - especially considering all the stuff that is going around. You also have to realize that with the massive influx of immigrants into America, along with them come untoward diseases that have never before been here. It doesn't matter if you haven't had sex with an immigrant - if you have unprotected sex with multiple partners, you're also exposed to all the people they've had sex with on down the line.  I'm no prude, but the thought of that is kinda creepy.  Particularly problematic are the immigrants who sneak in illegally - and thus, do not go through the required health screening - so the possibilities are endless for what diseases they might bring in.  Leprosy has surfaced again here, and it was indeed traced back to an illegal immigrant.  If you have not indulged in unprotected sex, then you can rule out an STD, of course.  But since you expressed concerns that that is what you could have, it follows that you have done that.  In this day & age, anyone choosing to take the risk of having unprotected sex with even just one partner is foolish - it's not worth it.  I suggest you consult a medical professional cause it sure sounds like you got something.
