The condition is called phymosis. It is a hardening of the ring muscle of the foreskin. It is "repaired" by a special surgean who has to cut the muscle. This is not a circumsion where the whole ringmuscle is removed. It can become dangerous when the skin is peeled down and can't be moved back. It clamps of the veins and an urgent operation is required. If I remember properly that is called para-phymosis. Don't wait too long to see the doctor. BTDT, Barend
I have the same problem as you, but to a lesser degree,
I have problems rolling my foreskin back... I have to stretch it slowly and surely... I first started stretching it when I was in 9th grade. I knew I really needed to do so. When I did finally stretch it back, I was able to clean the glans penis. Now if you can't roll it back to where you can effectively clean it, then yeah go get it fixed or start stretchin' because that's an important deal. I too considered circumscission, I guess I chickened out. But the doctor is right, if it's not broken, then don't fix it. But he forgot to ask if you were able to clean it or not. Good luck man.
The doctor you should see is a urologist. Urologists are surgeons who specialize in the penis and related areas. They would be the best to tell you whether anything is wrong, and what if anything should be done about it. If you have no functional problem -- if you can urinate and have sex normally -- it may not be worth fixing. But urology is the correct address to find out.
