nonretracting forskin

As a boy I have always had a problem being able to retract my forskin completely.I am 23 years old. Recently I have been able to pull it back some but I feel that there is more it needs to go back. My flacid Penis is unusually small and I feel that this has had much to do with why it is small because when it is erect the shaft grows to a large size but yet the head DOES NOT! Often the head stays smaller than the rest of my penis.  I would like to know of any procedures that can free my head completly from the atached forskin and allow it to grow to its average size. I know that not all are created the same but I also know that my forskin must be able to be pulled back a bit more to completly reveal more of my penal head. Are there any medical profesionals you can recomend that can aid me and truly see the problem.  I try to find some but all I find are average doctors who are not specialized in the field who tell me it is sicological when they dont even retract my penis to see the problem. I know there is something holding it back, and the forskin has something to do with it. I have heard of procedures like Dorsal split, which cut the forskin; or circumcision.  My testicles are also unusually small and often push up agaist my penis. The scrotal sack on these is often COMPACTED and the skin on it very tight agaist my shaft.  In other words my testicles dont HANG down like the should.
       Since the skin only retracts to show the head of my penis and none of the neck, I notice that my forskin is extremly streched at times by my erection. And it is obvious that the top of my head has more skin attached than the bottom because at the point of erection my head tilts upwards from the shaft as if being pulled unnaturally by the forskin which needs to be pulled back from the top. when I was younger I remember my mother battleing with my forskin trying to pull it back because it barely revieled my head. This has truely bothered me and I really only want to be properly directed to a medical profesional who can show me what I need to do and where can I go to fix this.  Mentally I am completly sain and emotionally I am also.  I do not get depressed and am not shy BUT I know this is a problem I have and only would like you to tell me what kind of doctor can treat this so I can be truly aleviated from this worry. Please, explain in detail what procedures do you know that have helped others with a similar problem and what medical prfesionals are trained to do these procedures.  And I in turn can explain it and show him what I mean.

Sorry about that spelling mistake in circumcision.  Let me add that both conditions should be corrected asap because they prevent proper cleaning under the edge of the penis glans.  Result will be a reddening first and than an infection.  The cutting of the muscle is only a small corrective operation that requires local anesthesia. The condition is called phymosis.  It is a hardening of the ring muscle of the foreskin.  It is "repaired" by a special surgean who has to cut the muscle.  This is not a circumsion where the whole  ringmuscle is removed.  It can become dangerous when  the skin is peeled down and can't be moved back.  It clamps of the veins and an urgent operation is required. If I remember properly that is called para-phymosis.  Don't wait too long to see the doctor. BTDT, Barend

I have the same problem as you, but to a lesser degree,
     I have problems rolling my foreskin back... I have to stretch it slowly and surely... I first started stretching it when I was in 9th grade. I knew I really needed to do so. When I did finally stretch it back, I was able to clean the glans penis. Now if you can't roll it back to where you can effectively clean it, then yeah go get it fixed or start stretchin' because that's an important deal. I too considered circumscission, I guess I chickened out. But the doctor is right, if it's not broken, then don't fix it. But he forgot to ask if you were able to clean it or not. Good luck man.

The doctor you should see is a urologist.  Urologists are surgeons who specialize in the penis and related areas.  They would be the best to tell you whether anything is wrong, and what if anything should be done about it.  If you have no functional problem -- if you can urinate and have sex normally --  it may not be worth fixing.  But urology is the correct address to find out.
