white area on the skin?

I have noticed there is sort of white area on the penis, sometimes it gets sort of white powder. I only have protected sex, and this scared me a bit. I did STD test and all negative. Once u use soap to wash it, it gets irritated a bit. What is this thing called? and is it curable?

I did not look at your picture- it's not a good idea to tell someone what they have based on a picture- I doubt it's an STD if you have protected sex and have been tested recently.  A white powder isn't from any medical condition that I am aware of, and I'm going to guess that the irritation is from the soap.  It doesn't hurt to go to a doctor with your concerns.
