Even a long skin tag could look like this,this is only as it seems from the pic.And as I have already told you you have had it long enough that no trouble is expected.Why take a chance?Get it biopsied.
Doesnt make me feel great that only 19 cases of a cutaneous horn on the penis have ever been reported, especially with 30% of those dealing with malignancy. I will definitely have to get to the doctor soon. If you have any other theories I am welcoming them. Thank you for your time.

From the picture it looks like a cutanceous horn. In this, a cone-shaped protuberance arises on the skin caused by overgrowth of the most superficial layer of skin (epidermis).
Treatment includes freezing with cryotherapy,curettage and electrodessication,using chemotherapy agents or laser treatment.I would suggest that you get it evaluated from a dermatologist and discuss this possibility and treatment options.

Thank you for the response. Any other opinions as to what it is... I just can't see a doctor currently and and would like to have any ideas thrown out there. I am at a loss and its kinda scary especially where its at.
Best to rule out a cutaneous horn,biopsy is necessary,and since you have it for so many years it is unlikely to cause trouble.
