From the location specified now they are just hair follicles in response to mild irritation. This  diagnosis of fordycee was based on morphological description given.Nothing to worry though, mild emmolients should be of help.

the bumps are not anywhere on my lip, they are close to my lips but not on the them or the border. about a finger space away from my lip and it runs down along where i shave my beard.

Hello,
Without examination, confirmation of a diagnosis is tough, but it sounds like Fordyce spots. They are small yellowish-white granules on the inner surface and border of the lips.
Treatment of Fordyce spots includes CO2 laser or electro desiccation, TCA chemical peels(temporary treatment),diathermy or laser vaporization.

Hope it helps.Take care and pls do keep me posted on how you are doing or if you have any additional doubts.Kind regards.

You are probably talking about fordycee spots at the lip border on the vermillion.Nothing to worry, these are phsiological.
