Spots

I have never had sex. I have these spots that are between the base of the penis and the base of the but. Between the legs. They are pink in color and itch when they are dry. They have been there for about a week. I they make think tha I may have something serious

I doubt they're anything serious.  They may have been there a long time but you didn't notice them, or else there may be some pore-clogging or irritation.  Either way, you should leave them alone (no rubbing or frequent touching), apply moisture lotion, and if they're still there in 3 weeks, show them to a doctor.  But again, they do not sound serious.

the spots went away but they came back on the opposite side of where they were last time is. The are is red. When I first noticed it again  there was dry skin on the outside and a red spot on the inside. Then the itch like hell.
