Strange rash on Penis.

Hi,
I have strange rash on penis, near penis glans. And red spot on glans.
It can't be STD, because I have it from childhood (I'm 21 now). I have never bothered to go to doctor, because it doesn't itch or hurt.

Only now I'm worried about it and thought to ask you what can it be?
Also, I noticed that this rash worsens after masturbation.

I didn't view the image, as it's never a good idea to diagnose things from a picture- it's always best to get it looked at by a doctor.  However, since you have had it so long- I would imagine it could just be from sweat, irritation from friction, or something similar to that- if it's bothering you, I'd go in and have it checked just for your peace of mind.
