There's a rash on the skin between my scrotum and leg, is it something serious?

Hello, I have a rash on the skin between my scrotum and my leg, it is itchy and whenever I itch it, the skin peels and it gets a little bloody, it is also sensitive and all I've tried is washing it with soap and water, but even that is hard considering how sensitive it is, and sometimes it just stays itchy, but other times it stops. I've had it for as long as I remember, more than a few months I think, and it hasn't gotten better or made any progress, is this an STD or an infection that requires medicine? like what do I do to fix this?

This is yeast or fungal infection.  It's the same as jock itch or athlete's foot.  Wash and dry the area.  You can use tea tree soap as it kills fungus.  Pat the area dry.  After allowing time to air dry, rub on Lotrimin cream.  Follow the directions o the tube.  You also need to wash towels, socks and underwear in hot water with measured detergent and baking soda to kill the fungus.  Try not to scratch.  You could use a cotton ball or Q tip to gently rub and give relief for the itching.  Don't stop using the cream early.  Use the full course and keep washing towels and underclothes in hot water and baking soda for weeks after it clears up to make sure you kill it in the clothes.

lotrimin is sold in canada, right? also, is there any specific measurements for how much baking soda or detergent we should use? I also don't have a home washer and dryer, also please excuse how stupid and new I sound to this, I'm 17 and I don't really know anything :p thanks for the advice btw
thanks for the advice, is there anywhere I could find how much baking soda I should use? and how much detergent? I also go to the laundrymat to wash my clothes so is that a problem?
