Weird recurring skin rash (pictures)

My husband gets these rashes every once and awhile and they usually stick around for about a month or so before going away. Then, within a few weeks, the rash reappears in a different area. It usually occurs in two separate locations and is never any bigger around than a sand dollar, but is usually about the size of a quarter.

It never shows up below his waist, and is usually somewhere on his back or arms/hands.

This time it's more red than it normally is -- usually it just shows up as colorless bumps. He says they itch either way but, like a bug bite, if he ignores it the itching stops.

I don't know if it's serious enough to go to a doctor or not. We bought Benadryl anti-itch stuff and it didn't have a different effect than the normal kind.

Any help would be appreciated! It started about a year and half ago and has been on and off since then.
