White patches on groin area

I've been having white patches/spots on my groin area for a long time. They are not itchy or painful at all.
These spots appear in places that I usually scratch (my scrotum and sides of penis), and I think the scratching has led to the depigmentation?

I've stop scratching for several months but these harmless white patches are still there. Is there any way to have the skin cells continue to produce the skin tone colour and fade away these patches?
