Whte dry skin + black dot on penis

Hi, I have noticed recently white dry patches of skin that surrounds the top of the skin that covers the top of my penis.  I am uncircumsized.  Now, a small black dot (seems like dry blood) appeared last week.  All of the above hasn't gone after washing a lot + scratching (lightly)  It is very weird.  I have not been sexually active for the past 4 years, what could it be?

No, I have no redness/no itchiness/no allergies.  

Should I try to put some body lotion on it?  It really looks like dry skin... but it is stuck there...

Is this associated with scaling?

Differentials for this may be a fungal infection, irritant dermatitis or a psoriatic skin condition. These skin conditions may fall under a general skin condition affecting the glans penis known as balanitis. Balanitis is not necessarily a sexually transmitted disease. It may be secondary to mechanical injuries or infections caused by skin to skin contact.

In your case, I suggest that you have this assessed by your physician so that these differentials may be differentiated from one another. Fungal infections are contagious and may be transmitted through skin to skin contact.

Is this associated with any itchiness?

Any redness?
