Why does my skin on my legs have burning sensation and pain

It only happens on my knees and thighs anything that rubs it hurts and it comes with a dull pain which is constant it doesn't happen often just about 6 times a month just not sure what it is and sometimes it happens on both legs at the same time but it doesn't do it anywhere else.

This sounds like it could be some kind of nerve issue- to be sure, get to your doctor and explain what is happening.  They will need a bit more information on your medical history but will be able to give you a much better idea on what the cause could be and how to address it.
