Why have I had hard, senseless skin spots on my hands for years?

I have hard skin specifically on the sides of my nail and other specific spots, but it's not dead, it's just quite hard and feels uncomfortable. It doesn't itch or hurt, it's not a callous, nor an allergy. I've been to several dermatologists and they can't give me an answer. I don't have ovary cysts either. I can't feel anything when I touch it, but I feel uncomfortable underneath. I've tried solutions like putting my finger on water for long periods and then cutting dead skin but, as I said, it doesn't help because the hard skin isn't dead.
