Yearly Face Rash

My mother in law is 50 years old. For the past few years she has been getting a rash that comes back at the same time of year usually in the beginning of spring. It starts out red, and then blisters right up. It is very sensitive to the wind and different weather conditions. It also becomes itchy and seems to make her face feel very tight. It has gotten worse as the years go on. She has seen a doctor and they have recommended antibiotics. They help, but it still comes back every year. Are there any ideas of what this can be?

I'm not a medical expert whatsoever, but is the rash like a butterfly rash, like seen in Lupus?

No it goes from under her nose to her chin, not on her cheeks.
