burning sensation in scrotum

for almost 7 yrs now, i have this burning sensation in the scrotum area. the part where the leg meets the penis burns alot and its very irritating. there is no rash, bumps, or any visible difference. it looks like nothing is there. no redness or anything. the doctors and dermatologists look at me like im crazy, they say without anything visible they have no idea what it is. the only thing that stops the burning is applying lotion to the area. then the burning stops. but if i expose this area to air(as in stretching my legs out), the burning starts again. reapplying lotion cools the burning again. after showering when the scrotum starts drying up the burning is unbearable.
doctors told me to try lotrimin, which didnt work. i tried the lotrimin spray, cream, and wash but all didnt work. i then tried vitamen b12 but no difference. hydrocortisone did absolutely nothing, not even stop the burning. benadryl also doesnt help.
i went to another dermatologist again recently just to try what they say. he told me i should immediately stop applying lotion because i should leave that area as dry as possible to avoid fungal infection. but how can i stop because if i dont put any lotion on the burning kills me and i cant even talk to people properly because of this pain. there is no itching at all, and like said no visual difference.
any suggestions of what is going on? and any solutions please?

From your symptoms, one possibility is of neurodermatitis. Neurodermatitis develops when nerve endings in the skin become irritated, triggering a severe itch-scratch-itch cycle. Common causes of nerve irritation include an insect bite and emotional stress. I suggest you to get an examination done from a dermatologist of the symptoms persist.

Have same problem.  Got some help using Whitfields ointment.  Hard to find but can be compounded at a good pharmacy. Doctors clueless. Rx  Anti-fungal and Steroids are  useless.  Got temporary relief using dipper cream.  Part of problem is urine on scrotum.
