babika they don't itch or burn, just the lips get dried and peel when comes in contact with water. so does this looks fungal infection?
also do you means vitamin D or E?
try this:

! get vitamin D pills, i dont know how strong you buy them, but if it say take 2 a day...do take 4...basicly double doze for a one month...vitamin D is known as the most important for skin functioning properly...and to keep your imune system doing well
!and the last thing, you might have a fungi on your lips, you can catch it from different things- kissing, using cutlery in restaurants and drinking from their glasses...if you can not avoid it, use strow instead at least for drinks.
the best cream is Imazol plus cream, if you can not find it in your local shop, try to by any athlete's foot cream...3x a day for at least 2 weeks, although problems will go away after couple of days.

Sounds like your AC (whatever that is) is a very dry room.
I don't know what a AC room is, but is it possible to get broad leafed plants to get some moisture into the air?
Use the vaseline or get some moisture lip balms that will give you more protection than honey (which I don't suppose stayed on your lips for too long!)
i tried honey, it works some what. but my lips get very dry when i go to work in an AC room
Not sure about the glycerine. What about using plain vaseline or LipSalve.
If your lips are chapped and dry, apart from the weather and licking your lips, sometimes it indicates that you are lacking in the Vitamin B complex.
