dry red rash all over

I have had this rash for about a month now, they are characterized by red raised bumps sporatically patterned with dry skin that flkes off.  they are no itchy unless I see the dry skin then want to scratch it off, but that is more of a psychological issue than a symptom i believe.  the first place i noticed anything was line on my arm looking like a scratch mark, then i noticed a few raised bumps on my hand and now they are everywhere except for my face.  have dandruff but not the same thing as on body.  have been to the doctor and he doesnt know what it is as well.  I am on prednizone and have tried an ointment for scvabies mites, but the bumps are still there.  they are very red after a shower and get really dry after one as well.  I actually have had my hours cut back at work because i am a server at a resturaunt and really nobody wants there food served by some bumpy mess, i dont blame them, but i really need some answers please help.
