dry scaly skin peeling off my foreskin

I am an uncircumcised 32yr old African male. I have a problem that has been re-occuring for many years now.
i have posted a question before and many replies i get seem to be generalising my problem. so if u are going to help me pliz listen to the symptoms i have and the creams and medication i have used previously.
Symptoms:
I have skin peeling off on top of my foreskin and along my shaft it is very itchy i do scratch coz i cant seem to get any relief.When the skin peels off, the skin on my foreskin is left reddish and sometimes it cracks.The skin that peels off is dry white and scaly. My scrotum skin and my anus is also very itchy but mostly at night.I sometimes feel pain in my urethra like pins. I want to specify something i dont want to hear people saying discharge or unhygenic practices. I am very hygenic have been so all my life, i have never had a discharge in my life and i have never had a rash or swelling inside my foreskin coz im not circumcised.
What i have done before:
I have used topical oinments hydrocortisone and a lot of antifungal creams still no relief for the peeling off skin i have taken albendazole chewable tablets and anusol cream for my itchy scrotum and anus but still no relief.

I dont know if im allergic to anything but maybe i might be. i have had my blood taken for all the STDs and Blood diseases there are they all came up negative. I even had a swab shoved up my urethra still nothing came out of that. 2 people here have said i might have Balanitis or Serbrarreo Dermatitis or something like that.

Is there some one out there who can help pliz.I am almost going bonkers coz of this, everything i have tried for more than 5yrs has not yielded any results........

I don't mean to sound harsh, but seriously, you need to chill. He is just trying to give you helpful FREE advice. If you don't like his advise, don't get snippy with him, just go see a doctor.

I wish u could read my symptoms before u answer me coz u are doin the same thing again Generalising. Last time u said u thought it was Balanitis now U say Eczema which is which??
I want to repeat this again I DONT HAVE A RASH.

Hello,
I cannot confirm anything without examination but it can be eczema. Eczema is a form of chronic dermatitis (rash).Allergic reaction is one of the important causes of eczema.
Wash the areas several times with fresh water. Do not use any cosmetic products at the sites. You can apply some calamine lotion at the rash as it will help in soothing the skin. You can take some OTC oral antihistamine medications like Benadryl or Claritin and see if it helps.

For mild-moderate eczema a weak steroid may be used (e.g. hydrocortisone as dermacort), whilst more severe cases require a higher-potency steroid (e.g. clobetasol propionate, fluocinonide).

Eczema can be exacerbated by dryness of the skin. Use good quality moisturizers to prevent moisture loss from the skin.

If still the symptoms do not improve then pls get a clinical examination done by a dermatologist.
