I frankly don't get it. You're 21 but you don't know about all this? It is PERFECTLY normal to have hair on the base of the penis, on your scrotum, and on your penis shaft. It is also PERFECTLY NORMAL to have that straight line under your penis. All men have it. Unless you have a history of trauma/injury/inflammation under your penis, you have absolutely nothing to worry about.
Removing the hair on the shaft is totally fine, as long as you're not using hair laser removal. In many cases, people report that laser removal causes hyper/hypo-pigmentation (black/white patches occur), and they hardly go away, or they do after a really long time.
