It is normal to find pubic hair at puberty. There is nothing wrong or abnormal with it. The order of appearance of puberty symptoms is not fixed. The physical changes during puberty are scaled on a scale of 1 to 5, called Tanner staging. Both appearance of hair on genitalia and breast buds are in tanner stage 2 and if you have got one of them first, then the other will also follow in a short time.
