multiple puffy blotches of skin on scrotum?

For the past two days I've noticed multiple very puffy blotches of skin on my scrotum pop up. These blotches are about the size of half a dime and there's roughly 3 of them. They aren't itchy all the time, but when they are.... they're REALLY itchy. At first they were relatively small and I assumed that it was just a minor irritation. When I scratch them they become red-white and protrude from the skin. Any help would be greatly appreciated
