need help very badly

Please, I need help. My skin is sooo itchy it is driving me crazy to not scratch it. It has been this way for 3-weeks now. It comes and goes, and when it itches it itches badly. I've seen a doctor he gave me so many different kinds of creams, even steroid type of cream, but nothing works at all. It is in the inner part of my elbows, the upper part of my hips and it seems to be spreading to my back and breast area. What's wrong with me?! It's thick in the middle then kinda spreads out towards the end and there is few "pimples" near by the rash. I can upload a photo of my arms so you get a better idea.We just PCS(permanent change of address) back to America and waiting for my Tri-care card(military insurance) to arrive in the mail. So I am unable to be seen unless I go to an emergency room but it takes too long to be seen. I am hoping someone can help me to get an idea on what is wrong with my skin.

I had since we were stationed in Italy(3yrs). It comes and goes, and I've been using the same type of stuff as before we were sent there since I shopped on the base. I think I may go to the hospital tomorrow in hopes they can do something because medication and lotions seem to do nothing for me. If they do find out what is wrong with me I'll be sure to post it so that it can help others they maybe in my situation. I just want it to stop for good.

it sounds like its all the places that your clothes are rubbing on you. have you switched soap? gone from liquid to flakes, fabric softener, etc?  is the water well water? could have chemicals or minerals that are bothering your skin.

Yes,  I tried allergy medication too. That way the first thing I took, but it too failed me. No, my fingers are not swollen nor anything else. It is just in my inner arms, side of my hips, and now on the top of my back and on my breast it seems. I've looked it up but nothing seems to be what I have.
