non-epidermolytic PPK (NEPPK)

I'm trying to find a physician who has knowledge of non-epidermolytic PPK (NEPPK), a type of plantar keratoderma. I had this for the past 10 years or so and have tried everything imaginable. I'm looking for someone in the VA/DC/MD area if at all possible, but am willing to travel. I have tried topical treatments as well as oral retinoids with no improvement. I'm looking at more aggressive treatments if at all possible. The only problem is this is pretty uncommon. I acquired it while on active duty in Korea, however, some think it is probably hereditary and just remained dormant.

Any suggestions would be greatly appreciated.
