I'm 21years old! I too have same problem from past 6years! My lower lips turn white in contact with water, while eating,it easily comes off .I'm into depression because of this problem! In July I left the westcoast climate for a holiday in New York. Big mistake. It was 100 degrees there and humid. I came home with a fungal infection on my nipples and under my breasts, along with peeling lips!
After 2 months I have finally rid the infection on my nipples, however under my breasts along the bra bone line is still VERY itchy despite using Loprox cream and bactoderm.
My lips are the biggest issue, I have seen 3 Dr.s and one dermatologist (twice). My lips when it first began were itchy and had little white bumps along the top of my upper lip and bottom middle of my lower. They did swell on a couple of ocassions. I thougt they were getting better until last weekend,I went to Toronto and have come home and my lips literally peeled a sheet of skin while eating dinner last sunday. I went back to the Dermatologist and he said it isn't fungal, not viral (no swabs have EVER been done - despite my asking), and not yeast! He gave me Dormer Cream 21 to put on but this dosen't do anything except burn. I can't use Vaselline it hurts. the only thing I can use is Glaxal Base cream it feels the best. I have used polysporn, vaselline, super lysine, neosporin...I am not at a point where I have given up thinking it will go away.

This could be a part of Cheilitis, which is a medical condition involving inflammation of the lip. Or a bad case of Chapped lips , a condition whereby the lips become dry and possibly cracked. It may be caused by the evaporation of moisture.
Lip balm can often provide temporary relief, though it should not be used extensively. One should avoid licking their lips as saliva contains the enzyme amylase, which can damage the already compromised lip tissue.
Honey can be used on the lips as a natural remedy.
Cheilitis is associated with many conditions from Vitamin B12 deficiency, iron deficiency anemia, be a symptom of allergies.can also be caused by taking the (retinoid) drug Isotretinoin (brand name Roaccutane).
Applying protective paraffin-based ointment (such as Vaseline) or lip balms to the lips is normally very effective. Also take Vitamin B supplements.
If nothing works you can have a biopsy done to find out the cause.

Some causes of the symptoms you mention, could be lip biting, lip licking, Vit.B2 deficiency, smoking, overexposure to sun and ill fitting dentures. In extreme cases, this could be due to bacterial or fungal skin infection.
You need to drink plenty of water daily – around 1.5 – 3 litres per day and eat a balanced diet. Do not keep your lips dry; apply lip balm which contains sunscreen – preferably a medicated one.
If the symptoms still persist, consult your skin specialist or dermatologist.
